Uptown Orange Mixed-Use

AMLI Residential proposed a high density residential infill development adjacent to Outlets in the City of Orange. The project site was developed as surface parking serving the existing Double Tree Hotel, and was planned and zoned for mixed use development. The project applicant planned to construct 334 multi-family apartment units in two slab-on-grade buildings that included two proposed parking structures. UltraSystems peer reviewed available noise and traffic studies, completed comprehensive air quality and greenhouse gas (GHG) emissions technical studies, and prepared an Initial Study and Mitigated Negative Declaration (IS/MND) on behalf of the City. The IS tiered from the City of Orange General Plan Program Environmental Impact Report (PEIR); incorporating by reference general analysis and mitigation measures found in the previously certified PEIR. This allowed the IS to focus on project specific impacts of development at this particular location. The IS/MND was certified by the City as adequate and the project was approved.
