UltraSystems to Conduct Initial Study and Provide Mitigated Negative Declaration Report to the City of Torrance

Conceptual Plan for El Nido Park

UltraSystems has been contracted by the city of Torrance to prepare an Initial Study/Mitigated Negative Declaration (IS/MND) for the El Nido Park renovation project.

El Nido Park, also known as “the nest”, was acquired in 1958 from the county of Los Angeles following the annexation of the community of El Nido by the City of Torrance in 1956. The 12.34 acres park is located in northeast Torrance and currently includes amenities such as a basketball court, a lighted softball field, playground, community meeting room and one of only two radio-controlled car tracks in Southern
California.

In 2024, Torrance Unified School District asked the city of Torrance to help them find a new location for the Torrance Little League which had been using school facilities for their operations. The city evaluated their options and agreed to use El Nido Park for Little League activities. City officials agreed that improvements would need to be made to the park to accommodate residents as well as Torrance Little League while also minimizing impact to surrounding neighborhoods from increased traffic.

The comprehensive renovation will relocate the parking lot to a non-residential street and add 209 parking spaces to accommodate the increase in community use. Pickleball courts and seating will be constructed as well as an additional baseball field, cricket lanes, batting cages and concession stands. The existing basketball court will be relocated and another court will be added. Finally, the recreation center, picnic area and playground will all be renovated.

UltraSystems will be preparing an Initial Study/ Mitigated Negative Declaration for this project. This is an important project for the community of Torrance. Improving the facilities while maintaining some of the much-loved amenities will inevitably draw the larger community to this historic park.
