UltraSystems to Provide Environmental Documentation for Waste Services Project

UltraSystems Environmental, Inc. (UltraSystems®) was selected by Contra Costa County Environmental Health to prepare environmental documentation for the Keller Canyon Landfill Waste Disposal Boundary Realignment Project. This project is a return to the founding roots of a company who started in environmental consulting by gaining the Chiquita Canyon Landfill and Sunshine Canyon Landfill environmental monitoring contracts. With 30 years of experience in landfill projects, UltraSystems was an ideal candidate for this contract.

This project is located on unincorporated land in Contra Costa County that involved a boundary adjustment with the Keller Canyon Landfill. The County Local Enforcement Agency (LEA), Contra Costa County Environmental Health, is responsible for the landfill’s Solid Waste Facility Permit and daily operations. The landfill is primarily used for construction waste from large accounts and is not open to the public.

As far back as 2017, residents in neighborhoods surrounding the landfill have levied complaints about noise, dust and odor coming from the facility and its operations. At the time, the operations were located in the northeastern portion of the property that was positioned closest to residents in surrounding communities. In an attempt to address the concerns of residents, the operator shifted operations to the southern end of the property which successfully reduced the impacts (noise, odor and dust) and with that, the complaints by community members. In order to continue operations at its southern boundary, Keller Canyon needs to adjust the Waste Limit Boundary to maintain the same permitted acreage for refuse/disposal.

UltraSystems has been contracted to evaluate if the project goes beyond the initial scope of the existing Environmental Impact Report (EIR).  UltraSystems is preparing environmental documentation in accordance with California Environmental Quality Act (CEQA) guidelines for this project including a project description and technical memorandum as well as providing recommendations, public outreach and technical oversight. The project description will include the precise location and boundaries of the project, a defined set of objectives and the potential environmental impacts from the project. The findings will determine if Keller Canyon can continue under their existing EIR or if a new CEQA study will need to be completed to accommodate any new environmental or community concerns.
