Experts on the California Environmental Quality Act (CEQA) and National Environmental Quality Act (NEPA), UltraSystems guides private companies and public agencies throughout California on environmental requirements for urban planning projects. Established in 1994, UltraSystems is a woman owned, full-service planning and environmental consulting firm. With its headquarters in Irvine, CA and a satellite office in Grass Valley, CA, UltraSystems is ideally positioned to serve clients throughout the state. For the last 30 years, UltraSystems has provided consulting services and prepared over 7,000 environmental reports, engineering studies and other technical studies to ensure that their clients comply with applicable local, State, and federal laws and regulations relating to the potential impacts that their projects may have on the environment.

The UltraSystems team is made up of experienced urban and environmental planners, scientists, archaeologists, biologists, geologists, hydrologists, engineers and GIS specialists. Their expertise is unmatched and their extensive experience in CEQA and NEPA environmental documentation helps ensure project compliance. The UltraSystems team can prepare Initial Studies, Negative Declaration, Mitigated Negative Declaration (IS/MND) and Environmental Impact Report (EIR) for their clients’ projects. They work hand in hand with their clients to deliver high quality, legally defensible reports.

UltraSystems focuses on both breadth and depth of expertise allowing them to provide a comprehensive set of services and the ability to handle any issue or complication that may arise on a client’s project. The staff is well versed in a wide variety of technical disciplines including urban planning, air quality management, noise monitoring, greenhouse gas emission analyses, biological services, cultural resource compliance services, hazardous materials analyses and Stormwater Pollution Prevention Plans (SWPPP).

Over the last 30 years, UltraSystems has built strong and enduring relationships with both clients and partners throughout California, especially the Southern California region. The firm has been contracted to perform Initial Studies and subsequent environmental documentation for a wide variety of urban development projects. They have won contracts for industrial and residential development projects, school modernization projects, park improvement projects and infrastructure improvement projects. Their clients’ projects improve commercial spaces, public facilities, streets, and bikeways throughout local communities.

A closer look at the Rose Hill Courts Redevelopment Project in Los Angeles demonstrates the breadth of services that UltraSystems can bring to a client’s project. Rose Hill Courts is one of the oldest public housing communities in Los Angeles. In 2014, the Housing Authority of the City of Los Angeles (HACLA) created a strategic framework that focused on expanding affordable housing for Angelenos. The redevelopment of Rose Hill Courts increased the number of affordable housing units for the community while also making grounds improvements for the residents.

This project was highly complex, requiring environmental documentation in accordance with both the California Environmental Quality Act (CEQA) and the National Environmental Quality Act (NEPA). UltraSystems completed an Initial Study and EIR for CEQA as well as an Environmental Assessment (EA) and Environmental Impact Statement (EIS) for NEPA. Additionally, UltraSystems prepared a number of technical analyses for the project, including an air quality and greenhouse gas emissions analysis, a Biological Resources Evaluation, a Phase I Cultural Resources Survey, a Traffic Impact Study, ambient noise measurement data, energy calculations and a Paleontological Records Search. The team assisted with public noticing and public outreach meetings for this project as well. UltraSystems’ expertise and guidance throughout the process led to the successful certification of the EIR by the Housing Authority of the City of Los Angeles in late 2019.
