Rose Hill Courts is one of the oldest public housing communities in Los Angeles. In 2014, the Housing Authority of the City of Los Angeles (HACLA) created a strategic framework that focused on expanding affordable housing for Angelenos. The redevelopment of Rose Hill Courts increased the number of affordable housing units for the community while also making grounds improvements for the residents.

This project was highly complex, requiring environmental documentation in accordance with both the California Environmental Quality Act (CEQA) and the National Environmental Quality Act (NEPA). UltraSystems completed an Initial Study and EIR for CEQA as well as an Environmental Assessment (EA) and Environmental Impact Statement (EIS) for NEPA. Additionally, UltraSystems prepared a number of technical analyses for the project, including an air quality and greenhouse gas emissions analysis, a Biological Resources Evaluation, a Phase I Cultural Resources Survey, a Traffic Impact Study, ambient noise measurement data, energy calculations and a Paleontological Records Search. The team assisted with public noticing and public outreach meetings for this project as well. UltraSystems’ expertise and guidance throughout the process led to the successful certification of the EIR by the Housing Authority of the City of Los Angeles in late 2019.
