Glendale-Hyperion Viaduct Complex
“The Glendale Boulevard-Hyperion Avenue Viaduct Complex (viaduct complex) is located between Atwater Village to the north and Silver Lake and Los Feliz to the south, in the City of Los Angeles. The viaduct complex, completed in 1929, spans approximately 1,190 feet over the Los Angeles River, Interstate 5 (I-5), and Riverside Drive, and consists of three bridges and three viaducts. The objectives of this City of Los Angeles/Caltrans project was to modify the viaduct complex to correct existing geometric and operational deficiencies, address pedestrian issues, meet current seismic performance standards, and restore original design details to the railings.
Under subcontract with MGE Engineering, Inc., and working closely with Caltrans and the City of Los Angeles’ Bureau of Engineering, UltraSystems prepared a supplemental initial site assessment report, a revised natural environment study under NEPA, a visual impact assessment, a Section 4(f) programmatic evaluation, and a combined initial study/mitigated negative declaration and environmental assessment/finding of no significant impact. UltraSystems also prepared an air quality technical report to support both CEQA and NEPA requirements, plus an air quality conformity analysis that was approved without comment by the Federal Highway Administration.
