Hydrogen Fueling Station and Transfer Hub – Initial Study/MND
The Victor Valley Transit Authority (VVTA) was the CEQA lead agency, sought out to develop two projects each abutting VVTA’s existing bus maintenance facility at 17050 Smoke Tree Lane in the central part of the city of Hesperia. These projects included a hydrogen fueling station and transfer hub explained below. The project also required the approval of a Conditional Use Permit (CUP), from the City of Hesperia, as a Responsible Agency under CEQA.
Hydrogen Fueling Station. The hydrogen fueling station was built on a 1.6-acre site, part of APN 041012106, abutting the north side of the maintenance facility. The fueling station would serve up to 20 buses every 5 to 7 days and serve up to 20 cars daily.
Hesperia Transfer Hub. The Hesperia Transfer Hub is a station for passengers transferring between VVTA routes; the transfer hub includes 10 sawtooth bus bays; a building to include restrooms and a security office; and a shade canopy. The transfer hub was built on a 3.06-acre site, part of APN 041012105, next to the east side of the maintenance facility.
UltraSystems has prepared a combined Initial Study/Mitigated Negative Declaration (IS/MND) pursuant to the California Environmental Quality Act (CEQA) to analyze potential impacts for both projects. AS part of the CEQA process, UltraSystems also prepared the following technical studies: Air Quality and Greenhouse Gas Assessment, Arborist Report and Joshua Tree Survey, Cultural Resources Assessment, Paleontological Resources, Noise Impact Assessment, Vehicle Miles Traveled (VMT) Screening for CEQA, and Phase I Environmental Site Assessments.
