Richard T. Steed Memorial Park/Pickleball Courts – Addendum

UltraSystems was selected by the City of San Clemente to address any potential impact(s) relating to the addition and reconfiguration of pickleball courts at the Richard T. Steed Memorial Park. This reconfiguration also affected other park features at this park site. The New Concept Plan included New Location/Reconfiguration of pickleball courts, including eight additional pickleball courts.

For this Addendum, UltraSystems relied heavily on the approved Initial Study/Mitigated Negative Declaration for the Richard T. Steed Memorial Park (IS/MND), which was certified by the City Council in May 2023, and any subsequent CEQA documentation prepared for this Addendum. Our expectation was that this project was compared against or tiered from that IS/MND.

UltraSystems work program included the preparation of an environmental checklist for the Addendum. Mitigation measures from the previously certified IS/MND were included (as necessary) in this new Addendum. Prior to assessing the potential impacts of the proposed reconfiguration and location of the pickleball courts and changes to the Master Plan for the park, UltraSystems prepared a project description and submitted it to the Client for its review and approval.

The purpose of this was to ensure that the project description to be employed in the conduct of the impact assessments provided in the technical studies and other technical memoranda captured the “whole of the action” as required by the State CEQA Guidelines and provided an efficient environmental analysis.

UltraSystems prepared an Initial Study consistent with the requirements of CEQA Guidelines § 15164 to determine if changes, additions, or both are necessary to the IS/MND for consistency with the Modified Project or if any of the conditions outlined in Guidelines § 15162 were present, which would prohibit the use of an Addendum. Upon completion of the Draft IS/MND Addendum, UltraSystems submitted it to the City for final review and comment. Measures included previous mitigation measures or new measures that do not change the historical significance of the prior IS/MND.
