The project proposed to develop an approximately 35-acre portion of open scrubland located directly south of the Ronald Reagan Sports Park with community mountain bicycle facilities that consisted of a pump park and shared-use single tracks that extended across the entire project site. Pump parks were open, multidirectional areas with rollers, berms, and other mountain bicycle features that allowed users to create their routes. Singletrack trails were long unidirectional trails with berms, cambered tread surfaces, and other features for users to enjoy.

UltraSystems prepared the environmental documentation, including Initial Study/Mitigated Negative Declaration, peer review of City-supplied technical reports and preparation of certain technical report.
